Default Turn signal help

I am having a problem with my front right turn signal. I know the bulb is good cuz i switched it with the left one to check and it worked. Here is what happens:
- With the light switch off, right turn signal on: it does not work
- With light switch low, right turn signal off: constantly on (which is correct)
- With light switch low, right turn signal on: constantly on (which is incorrect... it should be blinking)
Same thing with light switch high.
When the hazard lights are turned on, front right turn signal stays off.

In all the above cases, every light blinks correctly (including the bumper lights) except for the front right turn signal.

I have checked the bulb harness for corrosion and it is clean. What should I check next? Any suggestions??? Thanks for your help in advance.

eh, i guess you could start there.. but.. the OP said it lights up.. so.. highly doubt its a fuse, unless it is specifically the fuse for the intermittant blinking circuit.

The only thing i can say is get a multimeter and start testing continuity.. thats about the only thing that will give you the answer. figure out what wires are supposed to be hot when the turn signal is on, and start with that circuit. electrical problems suck so good luck..

I see 2 fuses: the hazard fuse under the hood and the turn-signal & back-up light fuse under the steering wheel. I checked both of those and they're good. Would this be the fuse for the intermittent blinking circuit? Or is there a separate one somewhere?

I have the haynes manual... but the wiring diagram says 84-87 civic sedan/hatchback. is it the same for the 91 civic hatchback std?

Integrated Control Unit, located attached to the fuse box on the firewall side.

yeah i actually read about that thing on here somewhere and took it out. everything seemed ok except for one component. not sure what it is, but it has 7 pins in a row. one of the pins looked burnt. so i took some rubbing alcohol and cleaned it off. it seemed to have burnt out a trace. i just used a small piece of wire and soldered it on there in place of the trace. but don't u think the ICU would take some other things out with it too instead of just that one turn signal? i guess i could try buying an ICU. u know where i can pick one up for cheap? i'm only a few weeks away from the end of the 4 month NC state inspection grace period before the $250 fine. if that doesn't work, i'm giving up and finding me a crooked inspector to pass it for now.

I picked up a couple from every salvage yard (as long as the part number matches mine). If you search, I fought my turn signal system for well over a year, eventually replacing every single component until I hit the ICU; had some damn strange symptoms at one point too, such as 2 blinkers would be blinking left and one would be blinking right and vice versa.
