Failed NJ emissions

Default Failed NJ emissions

I failed the nj emissions test today. Passed the NOx and CO2, but the HC and CO failed. The standard for the HC was 173 my reading was 280. The standard for CO is .97 mine was 5.90. The only thing I have is a stock jdm d15b with h/i/and 2.24 piping w/stock muffler. I do have it wired for 4 wire o2 sensor and running a chipped p28 from old setup. I did not use that ecu instead I used my brothers stock cx ecu, because I thought it would not pass with the chipped one. Could the cx ecu cause me to fail because it could only read one wire o2 sensor and dump more fuel to compensate the air/fuel?
