Small exhaust restricting power?

I currently have a 3inch dp which connects to my 2 1/2 exhaust. I can feel the choke when in boost. Is this restricting me from making a few more hp?

It depends on how much power you are making. A good flowing 2.5" is more than fine for 300whp on a honda, more if you have open wastegate.
