Why is that.
The makers of POR15 recommended it to me as long as the grit used to sand it was between 36 to 60

My favorite is LPS #3. Ace Hardware and Harbor Freight carry it. I use it on my drill press main shaft, table saw top and any bare metal prior to painting. It just plain works. This stuff was sprayed on the side of a Coast Guard Cutter and was still there after 2 years of constant salt water attack. It is not water soluble and only leaves a thin film. They also carry LPS #1 = almost like WD40 and LPS #2 = somewhere in between. Cosmoline works great but can be difficult to wipe off. Break parts cleaner works good.

i built the front clip on my nova and used por15 on the whole thing, brand new metal that was scuffed up...few months later i nicked the paint and went to pick off the peice and it peeled a huge section, then i could just peel large sections off, some stuck (pain in the *** to remove) some didn't....go to http://www.stevesnovasite.com and search the forums there and you will see other that have been disappointed...of course they recommend it, sometimes its good too, i use it, just not on bare metal...just my personal opinion

The answer is, if it prevents rust, it leaves something on the metal and you want to make sure that is paintable and/or never ever coming off. Personally I would just primer it.
