Well, you have to tighten new belts after they break in. DONT OVER TIGHTEN THEM OR YOU COULD PUT UNDUE STRESS ON CRANK BEARINGS OR PULLEY BEARINGS!!!!!!!
The PS belt has a tensioner right on top. You loosen the two bracket bolts, and tighten the 10mm tensioner...it could also be a hand turned "key" type tensioner.
The AC belt has a tensioner on the pulley. You loosen the pulley bolt with a 12mm box wrench just enough to let it move freely. Then you tighten the 10mm tensioner bolt using a ratchet, long extension, and a 10mm socket.
The alternator belt is tightened by loosening the 12 or 14mm nuts (I forget) that hold the alternator to the bracket. Have a friend put some tension on the alternator with a prybar while you feel out the belt and tighten one of the bolts (whichever one you can reach). Have your friend tighten the bolt that they are near. This will depend on if they tension the alternator from the top of the car or from the bottom.
You need to know how much to tighten them. The belt should have about a 1/4'' of deflection from a straight edge if you put some moderate force on it. I dont remember if there's an actual number of pounds you put on the belt. If you dont know how to feel out the correct tension, take it somewhere.

Listen to this guy. I overtightened my A/C belt (apparently a lot), and the idler pulley broke off the car after ~30 miles.
