heck yeah. all new fluids (brake, PS, Coolant, Oil etc)filters, brakes (rotors, and pads and check brake lines), cap rotor, lines and plugs. then you can move forward. also do a leakdown and compression test to see how healthy your motor is.

Im kind of rogue when it comes to all of this; is there any reccomended or right/wrong place to get this done? And how much does it generally cost for a full fluid flush, and the tests mentioned?

you can do the compression test easily the gauge is like 30 bucks at autozone so go ahead and do it yourself. the leakdown is a bit harder so just go to your fav mechanic and they will do it for you.
these are from the civic forum but they are all the same.

not the greatest attitude. if that's the case, strap on some NAWS and see how your engine will run.
seriously, on a 91 with that many miles, take care of maintenance issues first. i bought a 96 gsr 1ith close to 200k on the motor as a daily and i'm dealing with all sorts of maintenance gremlins.
