Default crank pulley problem...

Just finished my B20B swap a couple days ago and i am just in the process of working out some kinks.

My problem is (all parts are oem honda brand new) upon start up i noticed the timing belt seems to ride over towards the outside of the cam gears (towards fender). After seeing thin i thought i had the t belt too tight so i loosened it very slightly. After hearin a knocking noise only on idle i started to worry. then i looked down and the crank pulley was wobblin like a retard on rollerskates. I checked it out and found a crack or "V" shaped chip in the pulley.

Now my question is would that extreme wobble be the problem for the t belt to ride out? And also the noise on idle? Or any possibilities it could be?
