You need to give us more information....
Are the projectors "matching pairs", what year?
What bowl type are the projectors?
How many hours on the bulbs?
Brand of the bulbs and what K rating are the bulbs?
Show us some daytime pictures too of hoe the projector is sitting in the housing.

---What year TSX?
Did you take them off? Or did someone sell them to you?
(Matching PAIRS, is what you want. If they aren't from the same car, output/cutoff/bowls are always different in some small way. ALWAYS making them never perfectly matching) Matching Pairs get you the best performance.
How many hours on the bulbs?
EDIT:

--- That right side on the ground, is that what your talking about? "right side brighter"

they were the left and right , and the car looked pretty new like a 2000 something. that was my 3000k's first minutes

Well let me tell you one thing. It shouldn't be like that lol.
What you told me is that they are matching pairs, and probably clear lens projectors.
From what i see in the crappy pictures you provided. It is a 94-97 integra. My best guess that it is catching the front bumper, or a glare from the ebay housings.
Do you, or can you get me pictures of the headlights in the daytime from straight on.
It kinda looks like the projector is sunken back a bit more than it should be. Instead of the projector protruding out a bit like it should be to maximize cut off and output. Seems like it is chilling back in the housing a bit.
But yeah. I think its either the way you mounted it. Catching a glare from the ebay housing. Something has to be off.

I have stock headlights and both the driver and passenger side looks like the passenger side of that picture. It seems to me that they point to far towards the ground. the cutoff is only like a foot and a half off the ground. Is that normal?
Thanks guys!
Thanks guys!

--- Your cutoff with HID projectors should only be mid bumper high. At a VERY slight decline. When your behind someone. Tail gaiting your cut off should be right on their rear bumper. That's one of the best ways to judge. Taking in consideration if your car is slammed though. Then that would be too high.
Also Stock headlights are halogen so you can't compare the light output/ beam pattern.
The tsx projector is HID, so there shouldn't be a "hotspot" on the ground. That's why im thinking you are catching a reflection from somewhere, or the projector is mounted incorrectly.

--- Why would it be the bulbs? There shouldn't be a hotspot on the ground. Unless he got some tooty fruity bulbs for 10 bucks from ebay.
He just needs to get more pictures in the day time, and more at night time. He gave us 2 low quality pictures to go by.

Looked like they were sunken inwards.
You really gotta get straight on pictures. Lol, your so fancy. I wanna see if the projector is mounted off center, making it catch the side of the housing.
From the pictures (as someone said, it's really hard to tell because all your pictures are angled) it looks like there is a LOT of light catching the bottom of the headlight. I hope when you retro-ed them you made some way to aim them? Try aiming way high up on a wall and see if it evens out. You probably have just have the left one too low, because the cutoff shown is only the right one.
Your "perfect cutoff" is because the light you're seeing is only from one headlamp. And those outputs have some crazy bad glare compared to the regular TSX output.
