you will need just the manual steering rack and maybe the steering knuckle (connects the rack to the column) and then an alignment of course.

The '96-00 Civic manual steering racks have an extremely slow ratio. The power racks are already too slow; why would you want to make the steering less responsive?

I would recommend against it.

Have you ever driven a '96-00 Civic with a manual steering rack?

If you had, you'd know exactly what I mean. The steering ratio is extremely slow and unresponsive.

According to Rodney, the '96-00 Civic power rack is something like a 17.7:1 ratio (slow, 3.5-3.6 turns lock-to-lock), while the manual rack ratio is 20.x:1 (extremely slow, something like 4 turns lock-to-lock). For reference, a DC2 Integra power rack is 16:1 (tolerable, 2.98 turns lock-to-lock).

Trust me: You're going to want to keep the power rack, remove the pump, loop the lines, and run a breather.
