Idle bounce when fans are on

My idle has been bouncing for a while, I've learned to ignore it but today I got annoyed by it. I let it idle and checked out the engine bay for loose vacuum lines and what not. I noticed that it only bounces when the fans come on. Both fans come on and the rpms would go up and down about 3-4 times. Could it be a bad IACV? FITV?
