Huh?

It's a bolt with a nut on the end. If the nut is missing, of course it will spin.

The nut is off and yes I know it will spin, but I need to get it OUT!!, tried hitting the other end with hammers and a mini-sledge. but no luck

Use air tools if you have access to them. Saves hella time.
If not, soak it with some PB blaster overnight.
Hammer the bitch like it owe you money

I've never had to hammer one out. Usually I can turn it with a ratchet while pushing it out with my bare hand from the other side. That seems to work pretty well. PB blaster is your friend.

Sounds like the shank of the bolt is seized to the inner sleeve of the bushing, but the sleeve has torn away from the rubber. I've seen this happen frequently in the rear but never up front, probably because that bolt is supposed to be ribbed so it doesn't make full contact with the inner sleeve.

You may just want to pay a professional to fix it. Otherwise, you're in for some torching and/or drilling if you have access to the proper equipment.
