I want to upgrade to 16" wheels this auto-x season to get rid of a bit of sidewall (and i'll probably get lightweight wheels while I'm at it), but I don't necessarily want to leave the H-Stock class and move up to STS.

Have 16" wheels ever been a factory option on a 94-97 accord, or am I jumping up a class?

In a 94-97 Accord there wasn't ever a 16" Wheel.

HOWEVER it's Acura buddy (CL) did come with 16"

You could try to argue it haha.
