Im just trying to find out what this is(circled in red) and what it is for. The motor is a obd0 b16a1.

 

its a dashpot, and you dont need it I removed mine.

 

helps the throttle plate for slamming shut. like a shock absorber. not really needed

you can remove it but your gona have to plug the hole in the manifold.

yeah as he said...unless you find another one without one. like the 99-00 b16 si

 

its for ur idle leave it on up to u under cold condictions it keeps ur buttrefly open a crack to alow it to get warm

its for cold starts in really really cold conditions......
