disk break convertion , parking break
ok, so i just finished doing the rear disk swap on my 1997 civic ex coup, and i was woundering if there was any way of telling a 40/40 proportion valve from a 30/30 i picked up a prop valve from the honda junk yard guys, how ever i dont trust them 100% . i could be just putting another ex prop valve on...also arnt the rear disks sposto lock up when you pull the e-break hard..it just creeps to a slow roll, maybe new calerpers would help, there were hard as hell to twist back enough to get my new pads on.. i cant remember if my drums locked or not..
Did whoever install your adjust the ebrake cable? Im going with no because you say you creep forward (are you doing this while your burning out?). Go back to whoever installed them and have them adjust them.

your caliper could be seized up on the driver side - really inexpensive, easy fix.
