Default Cooling fans stay on all the time... WHY?

Help a brotha out...
I have a stock as it gets 89 si.
Both the cooling fans runs all the time.
Kill the ignition they will go off, switch it on, they begin to run again.
I replaced the coolant temp switch thinking it would be the source of the problem since both fans run independantly, but it didn't. I've found the a/c fan relay, and disconnecting it kills power to the a/c fan, but reconnecting only powers it back on. I have to assume the source of the problem is before both fan relays... but what? Best I can tell, the fans have not been wired to the switch for power. Like I said, this car is stock..

it almost has to be in the wiring - sounds to me like they are wired to come on when ignition switch is on - normally, the condenser fan for the A/C will only come on when the A/C is on and the radiator fan will only come on when coolant temp is about 195 degrees - for them both to come on when the engine is cold would indicate to me that they are wired together and wired into something that is "hot" with ignition on - i would check all of the wiring:

unless you are the first owner of the car theres no way of knowing wether its stock or not. you need wiring diagram and test light
