wild windshield wiper

Default wild windshield wiper

after putting my interior back into the car including the dash, but not the steering wheel... why would my wipers go off? when i move the speed setting on the wipers it still remains at a slow rate of speed... i disconnected the fuse box and battery, wiper in off position and reconnected fuse and battery and this does the same thing when the key is turned to acc. could that be because of the steering wheel...any suggestions?

could be one of the wires for the steering wheel being unplugged, or u could of broken the swtich so its stuck moving? Check wires and stuff too.
