Default Suspension install problem, seized bolts?

Tried posting this in other forums, but thought this might be a good place to get input also...

Trying to remove the stock suspension on a recently bought '99 Civic. The the bolt/nut combo that holds the front left fork and the LCA together appears to be seized. In the past, I've usually been able to take the nut off, and hammer the bolt out, but this time the nut came off and the bolt won't budge. Are there any tricks or ways to work around this? The car's got some savage rust on parts of it so I can't disassemble much more without snapping/breaking other crap. I've tried lots of PB blaster, twisting it with an impact wrench (a weak 250 ft-lb one), and can't fit a spring compressor in to compress the spring and pull the strut out. If anyone's got any ideas, please let me know.

I also snapped a rear LCA bolt, but I'm going to try cutting the weld nut or cutting that side of the strut off, spinning the bolt and/or drilling it out.
