Default Ls rev cut. not 4500, 5500 and 6500

I have a 1993 civic ex with b18a ls swapped

Now when i try to hit 7000rpm it cuts at 5500rpm, and sometime it will cut at 6000rpm. but it will never hit 7000rpm. Now i even checked rpm gauge its reading right. I cant get it figured out. Now i have changed every thing spark plugs, injectors and ecu. only next thing i can think of is distributer. Now Before when go any further i am using a d16z6 distributer. But i wanted to second check before i buy a new distributer. Do you any of think that it could be something different. I say it is the distributer! But before you say it i ask on another forum about using the single cam distributer they said only thing that was different was the housing as long as it shared the same OBD generation. Now i searched on here and it says they wont work and i checked to see if it was in limp mode and the only code i have is o2 sensor. And i cant set my ignition timing because of the way the distributer sits. I just wanted to make sure before i spend the money.

All of you help will be appreciated.

Does it bog down or sound like a rev limiter?

Throwing any codes? Sounds like a map sensor almost. I've also heard of funky iacv's causing that too.

well update took it to school scanned it with the snap on. And got codes 1, 2, and 10 fixed all but 1 and 2. Its common for the map to spike out on boosted cars and i dont have o2 bung in my downpipe i haven't got around to drilling the hole and welding in the bung. but i really leaning towards the distributer now.
