can someone tell me what this code means that my ecu is throwing at me?

Default can someone tell me what this code means that my ecu is throwing at me?

i have a b16a swap in my ef, its all obd0 and my ecu blinked 1 time per 5 seconds, does anyone know what the problem could be? thanks

One long blink is 10. One short blink is 1. So 1 long blink = Code 10. And Code 10 is 10

it does one short blink ever 5 sec or so and my cel dont even come up
