Default 1998 civic headlight

ok i have a 1998 honda civic ex an when i turn on the headlights one of them is WAY brighter than the other one. So my ? is does anyone know if there is a ground box or something for the headlights?

one will stay brighter than the other..because on comin traffic at night..one has to be dimmer than the other so they dont get blinded

the two lights should be aimed at different levels but brightness should be the same since they are both h4 bulbs if you replace one in the past and not the other... newer bulbs are going to be brighter than older bulbs
