Basically, a tuner (person who tunes your engine) adjusts air/fuel ratios and ignition timing to make your setup have the most optimal amount of power and to have a safe setup where you are not running too lean (not enough fuel) or too rich (too much fuel). In order to tune you need some sort of engine management or chipped ECU, depending on what your tuner likes to tune with. Some like Hondata, Crome, Neptune, VAFCs (which suck), etc.

Its really not up to me or anyone on here.
Its what your tuner is good at tuning with. Like VAFCs are notorious for being a terrible way to tune, but I went to a tuner who tuned with it and actually made pretty good power. Some tuners like to tune better with Neptune but don't like Hondata. Some don't like AEM EMS cuz its a pain in the ***, but doesn't mean it sucks. So talk to your tuner

Best is all in an opinion really. Like what SkoundrelUSA said, what ever the tuner likes better. Also you can dyno tune or street tune.
So all of these things deals with the ECU correct?
Don't mean to thread jack, but the OP seems to be as clueless as i am when it come to tuning.

Yeah. systems like Hondata and VAFCs are piggybacks where they wired into the ECU
For Crome, my tuner used his laptop/ECU to tune my car, burned a chip and I plugged the chip into my ECU.
I don't know much about Neptune but I think its similar to crome but with better features. Also don't know **** about actual tuning like adjusting **** and what numbers should be what.
