anybody had this issue with a SOLID CEL - check engine light on with jumper in?

I suspect it is the chipped ecu socket components and or the ROM.
I can say this because I have had the exact same issue in the past, whether it be with Crome or Hondata.
I once had a toasted ecu, and the next issue was due to a bad .BIN file on the ROM chip.
When it was the ecu at fault, the problem was intermittent and very hard to diagnose. An improperly burned .Bin file is usually consistent, although I have seen a couple times where it would start up and run and still have a solid ECU indicator.
Almost everyone you will talk to will tell you it is the ecu, and no possibility that it could be anything else.... Just keep that in mind.
On a separate note: I have never witnessed a failing battery to be the root of a problem like this, but don't rule it out! I know that in the Crome software, battery voltage can and will change the "tune". It is something that can be adjusted and played with.
When my car was behaving very similar to yours and the ecu was at fault, here is what happened: (55k miles, JRSC, Hondata, P28)
Sometimes the ecu indicator light would stay on solid and not go out when the key was in the acc position.
I knew it was a SERIOUS issue when sitting at a traffic light and the car idled horribly and abruptly shut itself off and would not crank again (solid check light).
I tested it with spares and the ecu was bad. The hondata S200 and program were both fine).
