No it's not.
The first photo appears to be a bad photo of a CTR lip (black = weird reflections). I tried brightening my screen up to see it better, but it still looks weird. I don't see te far side hanging down. It's like it's not even there.
The second photo is also a CTR lip. This lip came on the '97-'98 CTR. Japan only. You can't get it from US dealers ever.

The lip you're thinking of is the 1998 coupe front lip. It was sold in the US, which never had Honda Access. In Europe it is known as the Sport lip (it came on hatches and sedans in different markets). That name seems to fit it best.

No it's not. I look at that lip every day.
Ke, that's the photo I told you not to post.
The Sport lip is quite a bit bigger than the Type R lip. It hangs lower than the Type R lip, is more aggressive and flares out instead of just down.

If the OP is looking for another lip known as the Type R lip, he's probably thinking of the Type R Style front lip, similar to the one on the 5th gen shown above. It's a knock off lip that's supposed to look like the '99-'00 Si/CTR front lip, but made to fit other models.

I already got one message about my lip (the one posted above on the red coupe) since I posted a photo in a lip thread.
I don't know where you can get one.
It will be very hard to find unless you know of one already.
It will probably be very expensive compared to most lips, and no offense, most noobies aren't looking to spend more than $100-250 on a lip.
I already said what it's called too. It matches to the OEM '98 coupe rear lip and was only sold for the 1998 coupes (both front, rear and sides).
