fastest s2k?
If one were to have the right size bank account then embark on sleeving the block,
forging the internals, stronger valve train, larger injectors, turbo, tuning to sustain
proper EGT and fuel mixture, gears, tires, down force I would propose it could get over
the 200 mph mark but not to exceed 250 mph.
IF this super car only managed approx. 250mph with 1183 hp, an S2000 won't go much
higher.

Unfortuntately, the explanation is still somewhat vague. Like stated in the beginning, it all depends on how deep your pockets are. Are there any restrictions on what you can/can't do? Put in a different engine? Keep the regular F20/22C engine? Strap a jet engine on the back? I'm seriously asking here.
If there are no restrictions, then there are no restrictions as to how much power the car can make. However, at some point, it's not the same car anymore. This can be a valid argument even when you're strapping a turbo to the car. Is it the same car? What if you strap on a jet engine? Is it the same car?

You need to specify a discipline first.
