How To Shave?

for some future plans on my car this next winter coming up i was thinking of doing a full engine bay tuck, and looking around ive noticed many different ways people are shaving the bays, i was wondering what have some people used in the past to fill all the unused threads and holes in the enginebay? i have been told to weld it, but some some say welds rusts, or even dissimilar metal corrosion when painted. i need some advice before i go and do this. help...
