Default Bone Stock GSR only getting 19 MPG? Needs a tune? HELP!

As title states talking about a bone stock OBD1 95 GSR Motor in a 95 EJ1 Coupe. The only mod the car has is an exhaust and a computer chip (P72 Chipped). Some guy did the chip for me . Runs great but it has horrible gas mileage. I granny drive this car . Shift at 3k ,no VTEC engagement this is all in a mixture of city/highway driving and Im only getting 19MPG or maybe even less. What can I do to fix this? Would going to pherable.net and sending my chip in for a new burn fix this problem? Or does this need to be tuned on a dyno. I really would like my MPG that MSN Autos states and many other members in the forum state. Thanks.

Have you done a tune-up since you got the motor?

I did in this order. New Cap but not a rotor. New sparkplugs and then later on a new sparkplug wires NGK Blues. I have also put two bottles of that Tune in a bottle thing in these past couple of months.
