Someone Help Me!! Revving Problems.
Warning: Sorry for the novel, but these are the trials and tribulations so far, to give you guys a better idea as to whats going on.
Meat and potatoes:
The motor is a JDM OBD0 B16A, in a 98 Civic EX (OBDII) on a conversion harness with a chipped P06. Completely converted and rewired to OBDII besides the intake manifold and throttle body. Swapped the injectors, fuel rail, dizzy, alt.
Problem:
I cannot for the life of me seem to get the car to rev past 2700 RPMS. Im throwing a TPS code(7) and an IACV (14), but my other motor revved fine with a broken TPS. The car Idles fine.
I did some searching throughout the forum and saw that people were having problems when the coolant sensor on the head wasnt hooked up, so I swapped that out and hooked it back up. Still wont rev. I was thinkin it was a vacuum problem, so I swapped around some vacuum lines and still the same problem. I checked the spring in the dizzy and its still intact, swapped 3 known working ECUs, but yet and still. I KNOW The MAP and TPS aren't mixed up because I labeled all sensors and connections from both motors before the swap. I bled the coolant countless times, and even tightened the FITV. Timing is dead on on the Dizzy, and Timing Belt. Im losin my mind here fellas and could use some help. Any information would be huge. My last resort and final thought seems to be that shitty OBD0 intake mani and TB being the problem, but........im lost.

Hey.....um. Im not sure, but I do know off cars that will go into a "likp home mode" when a failure is evident in a fuel control system such as the tps. Maybe the tps has put it in this mode and now it will only rev up so high, as a safety device built in the module.
Well, there's a number of possible sources...
O2 sensors, clogged up exhaust as in cat, fuel problems like fuel pump, filter, etc...
Yeah.. You're just going to have to start checking sensors. How did the fuel injectors look when you swapped them? No cracked nozzle tips or anything right?

No breaks or cracks, but there was gunk so i wiped them down with injector cleaner, and soaked the tips for a while. I was having problems with the fuel filter every now and then, but the LS that just came out ran fine, with a broken tps and the injectors too. thats why i dont understand. Timing and everything is dead on. I swapped TPS and MAP, to see if i mismatched the plugs, but still. The 02 was fine and everything, and thats all on this B16. I might maybe just check the voltage on the TPS though, because that looks like a common problem people are posting about too.

Couple of my buddies told me it could be a dizzy issue. So I swapped the dizzy with another known working dizzy (came off a running GSR) and its still doing the same ****. Im just hoping i figure this out soon, because the situation blows- the motor is in the car and runnin, I just cant see what shes got
