Difference between clear coat coming off and oxidation?

I've searched and couldn't find the difference...
But here is the car, it's my first project car. I'm not sure if the clear coat is coming off or it is oxidation. I'm not sure because i do not know the difference. But when it rains it feels like you can peel the clear coat off so i am guessing it is the clearcoat.... I plan to get the car repainted and i was wondering what would have to be done if the paint has oxidation...?

Only picture i have right this moment.
just run you finger around the edge of the damage, if you see a clear bump/hardline around it's it's most likely to be peeling clear.
if it's kinda smooth but you don't get the distinct seperation, it's oxidation.

that is oxidation. you can do a fine wetsand and buff. just dont sand ALOT otherwise you will hit the color and then you will have to spray some clearcoat on there which you can get at the autozone or whatever. it wont be as pretty as a paintjob but you can get it looking decent.

that sure as hell looks like clearcoat failure to me.

Paint it. That is how it is fixed. No amount of wet sanding or buffing is gonna help that. It will still look the same after you are done and will just come back. Figure the cheapest is $300 a panel.
You can try to mask the problem by buffing but I can almost gurrantee that once you stick a buffer on that the rest will just come right off in a heart beat.
