Default 95 Civic Rubbing Noise Help

I have a 95 civic dx coupe manual, stock suspension, although i do need new struts. I will try my best to describe the noise. It sounds like metal rubbing against something else. Not high pitched at all. It happens while i am driving, doesnt matter the speed i hear it. The sound gets louder as the vehicle goes faster. If i park the car, i hear nothing, when I rev the motor I dont hear it.

I took a look under the car and it looks like the driver's cv boot is busted, I just thought axles made a poping noise. Did not see anything else it could be.

From inside the vehicle the sound seems to be coming fron the engine bay. It only happens when i give the car gas. If i put the vehicle in neutral or coast the sound goes away. It also stops if i push in the clutch. The car shifts fine and does not grind any gears. hmmm
