Got my engine back from the builder, "crank oil seal" wasnt installed?

hey guys, im pretty new to engine building, so im not sure if im supposed to put this in or if the builder forgot to put it in? basically i dropped off the engine and a box of brand new oem seals, o-rings, etc. etc. every single piece needed for a full rebuild. One of the pieces was "Crank oil seal" part # 91212-POA-004 for a 91 accord f22a6.
I got the engine back and a box of unused/old items, and this part was still in the oem bag unopened. So im wondering if they re-used my old seal, or if they didnt get to the seal? cause the crank was micro polished, rotating assembly balanced, etc.

Oh and also Balance shaft seal (looks like an o-ring really) wasnt used either.

Did you send a new oil pump with it? Oil pumps from honda usually have the seal installed already
Yep, I've got a box full of unused front crank seals because the oil pumps come with one when you buy new. Sounds legit to me.
