Default cluster

I have an 95 hatch cx. i am having problem with i believe would be the cluster. my speedo is not reading correct when cold and fuel gauge jumps around a lot. would this be the cluster? and also I have a 90 DA will the cluster out of that work for my EG?

Sounds like a cluster problem, but not 100% sure. I know a gauge cluster from a 94+ teg requires re-wiring the pins on the back of the cluster for the civic. I know a cluster from another 92-95 civic will just plug and play.
