Default non-working ballast? is there a way to fix it?

is there any way to make these non-working ballast to work again? i got one philips and one bosch. not sure what was the reason why it went out or what is wrong with them. if there a cheap way to fix them please let me know.

I'm pretty sure there's a way, but I don't know how it's done. There's a guy on HIDplanet who fixes Hella/Phillps ballast

yea i posted the same question on hid planet too. imma see if he can help me out to fix it, if not i'll just sell it too him.
