Are an h23 fuel reg and a b18c1 fuel reg the same?

Are an h23 fuel reg and a b18c1 fuel reg the same?
i put the h23 reg on my motor after i swapped because the nipples on the b18c1 reg angled away from where my fuel line could reach without stretching. but now it feels like this motor leans out at higher rpms. input?
