Default 91 Accord - Trying to replace Fast Idle Control Valve

I am trying to replace the fast idle control valve on my 91 Accord to solve a roaming idle problem. I was able to get the main valve off with the 3 bolts, but there are two hoses that come off the bottom of it, which I will guess are the originals because where they were clamped on, the rubber is hard and I can't get the hoses to come off. I tried then to unscrew the bottom part of the valve and just replace the top (since the top of it is where the valve is), but ended stripping one of the screw heads because it would not come off for anything.

My question, is there a way to get the hoses off without having to replace them, or is replacement my only option at this point?

Thanks,
e
