Lacquer thinner or claybar.
Claybar takes off overspray, bugs and tar.
Use it the next time you wash your car. It'll make your car feel smooth and take off the bugs, overspray and tar.

Lacquer thinner won't hurt the panels as long as you don't leave it on very long. If you put some on a paper towel and wipe the panels it will be fine. The thinner evaporates fast enough that it won't hurt anything.
