if by program you mean tuning, the P06 would have to have VTEC and IAB control added to control the dual VTEC D15B.
You'd be better off picking up an OBD1 P72 (with an OBD2a to OBD1 harness) and having it tuned well. OR simply finding a stock P2J ECU to run it right.

Especially since you have a 97 civic, it's all ready OBD2a, the P2J is OBD2a, should be plug and play. Of course with the right wires added to use the additional VTEC solinoid.

 

well ive tried obd2 comps on the car and it ran horrible, so right now i am running a jumper harness with a po6 which is wat i had laying around and it runs good but i want the vtec to open with the comp so that the computer can compensate for fuel and air mixtures.

 

you will not find any OBD2 ECU that was made in the states that will come even close to running that engine correctly.
the JDM P2J (check Ebay) was what came with it. The one P2J ECU on Ebay right now is a J62 version, which I beleive came with the CVT trans. The CVT trans ECU will set a CEL with a manual trans.

your P06 is a 1.6L ECU, your engine is a 1.5L engine. Too much fuel at times, and the ignition settings are wrong as well.

Good tuning or a P2J are your only decent options.
I know this because I've been working towards getting one of those engines myself.

personally the engine is awesome pulls like a champ i have an lsd trans on it off a 92 si i run my vtec to a rpm activated switch i recommend this motor to anyone it stays within 1 car of my boys gsr on 19's so its balsy just want it to feel better with a new comp and have the vtec open up how it should .. maybe a chip to go into my po6 or get a p28 and try it i dunno

 

the right ECU or even a tuned ECU with both VTEC solinoids working for you should push you up a few car lengths.
Give you better mpg as well.

 

i threw in the p28 and wired the vtec finally and wow wat a difference pops at 5200 and goes to 7500 like a champ

 

any person who offers ECU chipping services can handle adding a second VTEC activation (it's just an RPM switch) It wouldn't be any different than chipping a PO6 to run an H22 or a GSR.

Do you have both VTEC's wired to come on at the same time?
