Sorry for the terrible pics but, Cylinder 4's wire and plug looked like this:

This was on a 99 Accord LX 4-Cylinder and I was wondering if this is anything bad and if I could do anything about it.

lol no, it has all this black stuff on it. Carbon build up?

 

was the plug in there tight??

 

I don't think so, it was really easy to take out compared to the other 3.

 

I would just get a new set of NGK wires if it doesn't fit well.

 

Yep, appears that discolored one backed out and was leaking compression by it. Put new NGKs in and torque them to 13 ft/lbs so that doesn't happen again.
