Default hard to start in cold weather--oil in spark plug--need help

Hello,
My brother has a 94 accord with 165,000 and is having problems starting his car when it is cold outside--he works 4-12 and the last few nights after work went out to his car and had a real difficult time trying to get it to run like 10-15 mins of cranking--once it is running it is fine--seems like when he is leaving for work around 3:00 in the afternoon it starts right up (not as cold out)--He thought maybe it was time for a tune-up and was gonna put in some new plugs. When he took out the 2 plugs on the right side of the engine they both were completely covered in oil--he said not just a little oil--but it was like they just came out of a bucket of oil???????he noticed a vavle cover bolt was a little loose so he tighten that up but didn't think that was the problem any ideas or help appreciated.
