Default help, my radiator fan is not working.

hello, my radiator is not spinning when a turn on the car, is it because the engine is not hot enough thats why is not working? or it should spin regardless the temperature? also the fan on the left side is not working, is it the A/C fan? pls help me out, thanks.

just take the wires from the fan, ground 1 straight to the frame and wire the power to the ignition, it'll be on all the time, but if it gets cold around your area, wire it to a switch , so you can have it off until you're warm, i did that, works great.
