Tire valve/stem
Well you have to take off the tire off. The tire valve is inserted through the inside. You have to get a special tire valve tool to put it on and off.
I always replace tire valve at every tire change. What is wrong with yours? If it's leaking, it could be only the needle inside...

Mine is leaking from the area where the outside of the valve meet the hole in the rim.
Is it something that i can do at home?
I put new tires on & new valves. took it back to shop 4 times for same problem. Now shop is out of business. wonder why
Do you think I can do this at home and save some money?

It is possible to do at home but is a real pain in the *** to try and do it with two pry bars. Having a tire machine to take tires off and put them on makes things so much easier. Like The-Kid said, you need the tire valve tool to take the valves out and put them back in. It screws onto the valve like the caps do and allows you to pull on the valve without ruining it. I'm a huge advocate of replacing the valves when you put new tires on too since they're only $1 a valve. A tire place should be able to dismount your tire and put a new valve in for under 15 dollars. Save yourself the trouble and have a shop do it.
It is not really practical to do this yourself. There is also the risk of damaging the rim and/or tire trying to do it without the correct equipment...and the risk of injury, as well.
I would take the car to another tire shop and let them check the tire/rim combination for leaks in a water bath and replace the valve if necessary.
