E-brake HELP.

Default E-brake HELP.

Whats going on all?
I seem to be having a problem with my e-brake cable.
I think it just an adjustment problem but I can't find my manuel to fix it.
The handle cranks all the way up and when I put it back down to start driving, the brake light stays on.
Also, when I park on a street that has any kind of grade, my e-brake is not fully engaged and the car wants to start moving with the handle all the way up.
The car is a 2000 Civic EX.
Please help.

There is an adjustment for the cables under the centre console.

It's right near the E-brake handle, inside the car. Once you remove the plastic cover surrounding the E-brake handle, you'll see the adjustment.
