Default D15B in 95 EG WILL NOT START, PLEASE HELP.

Ok first off...

I drive a 95 Civic coupe DX. original owner blew up the d15b7 and replaced it with a d15b8 (cx motor and tranny). I originally got a d16z6 for this car but returned it to the owner and got my money back after removing the valve cover and finding about 3 lbs. of sludge (250$ for it with 80k, shame, good deal too w/tranny). I then scored a true JDM D15B from a distant freind of a freind. The harness is from a DX. (i know i still gotta run the vtec wires...least of my worries) The tranny is an EX/si. with a p28 ECU. replaced timing belt, water pump, rear/front seal. etc etc. after getting it all buttoned down. the car will not start, turns....but doesnt start. fuel pump works. getting good spark, motor has good compression and timing is dead on. heres the kicker....i have fuel pressure and fuel in the fuel rail. HOWEVER, the injectors are not getting power. so the delivery is there but no pulsing. even more of a kicker, the car will...not...run...on starter fluid. even with spark and compression and timing, the car wont run on carb cleaner or starter fluid, which blows me away. everything else has been double checked. any clues as to why the injectors are not getting power? (besides the harness....i was told it was fine) and anyone know why a good spark wont ignite the starter spray? this is getting rediculous. i have over a week of downtime invested and this is the 2nd motor i had to prep to get in (t belt pump etc). I need to get this on the road as soon as possible as the body shop (friend is the manager) is wondering why a good body civic with fresh paint is in there shop getting a motor, looks bad for me. PLEASE HELP.... im desperate and very very frustrated...ALMOST to the point of grabbing that sledge hammer in the corner that gets more appealing every minute this motor doesnt run.

i know this might sound stupid but check all your grounds: just a start i have seen alot of people to motor swaps and forget to check grounds and bc they have one loose one nothing will run right not saying thats your prob for sure but check it out that could fix your injector prob

No, I stated that in the above description of the problem, I have spark, plugs are brand new, and all the grounds are connected. Ive narrowed it down to a FUEL, or ELECTRICAL problem. there is no power to the injectors, but fuel in the rail. and remember IT WILL NOT RUN ON STARTER SPRAY REGARDLESS.
