Are these supposed to be daytime running lights? Am I right in guessing they just project light in the vicinity of the car?

They are more like retina removers than daytime running lights, they are used day and night by people - very bright intense led lights. use them for daytime runners or night time accent lights, warning - they are very bright lights. I have had them on my cars here, they rock. this set I never even opened until now for the pics.
Needless to say PIAA makes the best lighting on the market, after that I would say raybrig is next.
