Default Throttle plate

can anybody tell me if the throttle plate needs to be completely closed off against the throttle body when the car is idling? its a D16Y8. certain answers only please.

This idle problem seems like a brand new one, erattic when cold (Does not have an FITV so please dont tell me to check FITV) but once fully warmed idles high. According to ALLDATA and other diagnostic websites, its not the ECTS, TPS, MAP, or IACV. When reading from ALLDATA it says "make sure throttle valve is completely closed" but i am not sure if thats just closed position, or if air is still supposed to get around it or not...

Usually when your idle your 5% open. If its 0% open then the car will die. Have you tried cleaning your IAC?

its cleaned out.

whats the best way to troubleshoot and see if it is working? as far as i know if when it warms up it can hold a steady idle then its fine.. also just noticed when i tried to warm it back up (rev at 3000 rpm) that it would not hold a steady RPM even with my foot on the gas, now the IACV shouldn't be doing **** at this point... but the RPM was bouncing around 3000 RPM, maybe 50-100 RPM variance...

no vacuum leaks, TPS is reading fine, ECTS is reading fine...

if this helps, when i start the car and let it idle, it will idle steady, as soon as i touch the gas, it will start idling erattically. this happens all the way till when the cars warmed up, then sometimes it will idle erattically, sometimes it will stay steady, but at ~ 1600 RPM...

Sounds like an IAC problem. Only other thing i could think of that resembles this problem would be a TB gasket break. Are the hoses going to the IAC broken any?
