Default 96 civic broke down.

what happens when the main fuel relay keeps chirping but fuel pump not getting power. when ignition is being turned or left on acc

Chirping? If your relay tests good (search for a test...haynes and chilton both have it...helms recommended) and you are getting power to the relay but not the pump, check the wiring. The only thing inbetween the main relay and the pump is wiring.

You are checking the power at the plug to the fuel pump right? (w/mulitmeter)

i changed the main relay and it still makes clicking sounds.

what do you think i should do?

start by checking the power at the plug on the pump, is it getting power?
if not back track to fuse box, fuse good?
and also check your ignition swith

check the negative ground cable at both ends and make sure that there is no corrosion and that they are tight. also what is the battery voltage?

get a mulitmeter and a haynes or chiltons or helms manual.

Check your fuses, makes sure none are blown. Disconnect the fuel pump and check for power to the pump itself (using a mulitmeter), not the sending unit. If you have power there, then the problem is the pump. If you do not have power there, then check your relay. The manuals show you how to check your relay. If your relay checks out fine, make sure you are getting power to the relay.
(I am having this same problem right now. I have a constant CEL even when using the jumper. I believe that is a code zero for OBD1 which would be the ECU. I have checked the pump, the wiring, and the relay. If you don't do this properly you will be just replacing everything in hopes that it would work.)

Your ignition switch shouldn't be the problem unless you have nothing when turned to the ON position. Other than completing a circuit, it does nothing for the fuel.

You are positive it is a fuel issue?

I could grab my manual and write you word for word what it shows, but in the end you really should have one. It will save you money just doing the small stuff instead of going to a mechanic. plus you wouldn't have to wait for someone to figure out your problem for you.
