Default fuel regulator or blox mani-maybe reason for weak b18c1 in da9?

i have a b18c1 swapped da9, and the engine feels like its running out of air or fuel. when i get up to 6-8k, the motor is screaming but the power i expect just isnt there. when i did my swap, i used the fuel reg off of a h23 bc the barb aimed a better direction for my fuel lines-is this more restrictive than than the original one. i also have a blox mani and have not had it tuned. which of these would be a more likely candidate?
for reference-i was able to get my car on a closed circuit at the police academy and it sort of stopped accelerating at 110 mph. this was at ~7 or 8k in 4th gear. i did the same thing with my gsr and i made it to like 125+. this is the same motor. it also throws a fuel injector code as well, so i wonder if it is the actual injectors or the regulator. thanks in advance!

if it's throwing a fuel related code, i would assume that might be your issue

start with the regulator (it's cheaper than buying 4 new injectors)

i would do that and then the injectors if the code hasn't dismissed, then get it tuned

on the issue of tuning, do i have to fork out the $$$ for hondata or cromoe, or can i get it chipped to do the same thing? ive never had anything tuned, and some of my friends insist that i have to get hondata crome ectune etc. can someone point me in the right direction?

get CROME

chips are ok if:

1. the person setting them up knows what they are doing
2. they are specific to your indivdual setup

what does crome cost to set up, not including the actual tune?
or... how much would getting a chip cost?
im just looking for rough numbers.
