Once the car warms up, normal idling speed is anywhere from ~700-1000

Since you bought it that way, confirm its not running a piece of **** ecu thats not dyno tuned.

Some ignorant people seem to think that they will perform better on chipped ecu some guy made in his meth lab. Dyno tune or dont!

Next check your plugs, distributor cap/rotor and plug wires.

How would you guys explain the strong smell of gas?? I just replaced the spark plugs, spark plug wires, oil and filter, And i tried to check what ecu its running but the idiot took out the sticker that identifies it so i dont know if a p28 or p13 or even a p72??? but i know its chipped cause vtec enages at 5000rpm and redlines like at 8500rpm, what do you guys suggest???? thank you

Def. make sure that the ECU is not screwed with in a bad way. If thats not the problem, check the O2 sensors.
