Weird "whirring" noise

Gah, I got this weird noise with my car, it just started in the last couple of days, I've never heard anything like it in my entire life.
It's when the car's warming up (from ice cold) there's an intermittent whirring noise coming from the power steering pump/alternator area. It sounds as though there's a pinhole leak or something, but A) It's intermittent, and B) it's not quite as high pitched as a pinhole leak would be.
There's also a noise like every once in awhile that sounds like something's binding up on one of the accessory belts.
I've never heard noises like this, ever. I got the whirring one for about 10 seconds while I was driving and I nailed the gas to see how it would react and it sped up with the engine's load (as I was close to lugging the motor in such a high gear) then stopped.
I can't make any sense of it, if anybody has any suggestions, please, let me know.

Since you mentioned the belt sounds like it's binding, is there a specifically worn out set of teeth somewhere on the belt? Maybe it slips a little bit going from 0 to 2k RPM.

Agreed, sounds like a belt issue to me, especially with the cold weather settling in which always makes my belts sound different. My 1992 has two totally different sets of noises, one for summer and one for winter.
