Default Car wants to die out on cold starts

96 Integra special edition (LS)
all stock.

car's idle would drop very low whenever i shift into gear at a cold start. it happens a lot when its overnight and i come out in the morning. sometime it will die out completely. i would re-timed it and the problem seem to disappear for a couple days but then return. i change all spark plugs to make sure its running up to par, everything is stock. i was thinking it could be my IACV but not sure. not very familiar with those. all i did to it was take the throttle body off and spary the throttle body and IACV with carb clearner. how can i tell if my IACV is working properly? oh yeah the car does not throw any codes. please help. thank you.

ok, i tried again to clean out the IACV becacuse i went out to check and i see its pretty dirty. at the same time i clean out my throttle body and took off the FITV off the throttle body. i see the plastic donut plunger looking thing and i did turn it all the way in. it didnt go in much because it was mostly in already. i spray throttle body and IACV with carb cleaner. shook all the liquid out. i put everything back and on a cold start now it wantns to die out, even on park. same thing with reverse, nutural, and drive. its wierd becacuse it would drop extrememly low, but does not die out, but then after a few seconds it would slowly move up and idle at 1300rpm or so. does anyone know whats going on now? im gonna double check the timing tomorrow.
