under dash fuse #15 keeps blowing - ELD or alternator bad?
Car is a 96 HX. I'm about done converting it from CVT to manual. Everything was back together, started it and the lights(headlights, dash, dome) were constantly dimming in/out. But it was drivable, I took it for a couple test laps around the block. (just not at night b/c people thought I was flashing my lights at them). I replaced the alternator because I thought the voltage regulator was bad, but it still did the exact same thing.
The CEL codes are 20 -ELD circut low/high input, 30 -Auto Tranny low/high signal input, 41 -primary o2, 65 -secondary o2. Also the Speedometer does not work, but no CEL for the VSS. The tranny one I am not concerned with right now.
What caused all of this, was a few wires got pinched near where the rear motor mount bracket bolts to the tranny (the same group of wires that often rubs on the IM bracket) About 5 wires total had damage to the outer insulation. I fixed them, covered them, and routed them out of the way. Still had the same CEL codes and dimming lights. Looked at the under dash fusebox, #15 7.5 amp was blown.
So I replaced it, cleared the ECU of CEL codes again, and the same codes came back and the fuse was blown again. I have tried 2 alternators, 2 batteries, 2 ECU's and fixed the short.
The ELD is not connected directly to any of the wires that were shorted out, but maybe it could have been damaged from the short possibly?
Would a bad ELD cause the #15 fuse to keep blowing? The #15 fuse is for the alternator, which is also not directly connected to the ELD.

just messed with it more tonight, as soon as I turn the key to the last click before the starter kicks in, the fuse blows.
It even blows with the ELD, both O2's and the VSS unplugged. Sounds like a short in the wiring, but I can't find where

yo i had the same problem when i did my ls swap in my 97 coupe. the o2 sensors and the #15 fuse are all related to the ELD. I changed my o2 sensor pulled my harness checked it for broken wires and still had the same problem. i ended up replacing the fuse box under the hood. they are like $170 from honda. thats where the ELD is. It cleared the code and everything. Double check ya wiring too just as a precaution. I spent alot of money trying to fix a problem that was a few crossed up wires.

Yeah, I have the same problem in my 98 Hatch and the #15 fuse pops about 5 mins into driving it. I used my ALLDATA prgm to help trouble shoot the issue and it all points the finger at the ELD which is installed into the fuse box. I just ordered mine from Honda and it'll be here tomorrow. I'll let ya know what comes up once it's installed... and yes, it's 160.00 list my cost is 128... gotta love the shops discount!!

There was a service bulletin from Honda about this exact issue, and it points to chafed wires on the engine harness under the intake manifold.
It ties in ELD codes, blown #15 fuse, speedometer not working, VSS codes, and secondary o2 codes all in the same bulletin.
I'd recheck those wires.
